1.1 International flights into, from or over Latvian territory shall be subject to the current Republic of Latvia regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices (SARPS) contained in Annex 9 to the Convention on International Civil Aviation.
1.2 Aircraft flying into or departing from Latvian territory from/to non-Schengen States shall make their first landing at, or their final departure from an aerodrome/heliport at which a border crossing point is established in accordance with the regulatory enactments regarding the border crossing points and the checks carried out therein.
Aircraft landing into or departing from Latvian territory to/from abroad within the Schengen zone can make their initial landing at, or final departure from any aerodrome.
1.3 Flights over the territory of the Republic of Latvia performed by aircraft not provided with the equipment specified in GEN 1.5 shall be operated only if authorised by the Civil Aviation Agency, except in an emergency situation during flight.
1.4 Civil subsonic jet aeroplanes fitted with low by-pass ratio engines and with a maximum take-off mass of 34 000 kg or more or capable of seating more than 19 passengers are not permitted to operate at airports situated in the Republic of Latvia unless they comply with Volume 1, Part II, Chapter 3 of ICAO Annex 16.
1.5 Exemptions from the requirement mentioned above in paragraph 1.4 are made for State aircraft, non-scheduled or non-commercial flights for the purpose of aircraft modification, repair or maintenance.
1.6 Aircraft entry requirements for Third Country Operators (TCOs)
Third country operators (TCO), including TCOs wet-leased by or code-sharing with an EU operator, shall only engage in scheduled or non-scheduled commercial air transport operations within, into or out of the territory subject to the provisions of the Treaty of the European Union when they hold an authorisation issued by the European Aviation Safety Agency (the Agency) in accordance with Regulation (EU) 452/2014.
Applications for an authorisation, including all the necessary documentation, should be submitted to the Agency at least 30 days before the intended starting date of operation.
A TCO may perform air ambulance flights or a non-scheduled flight or a series of non-scheduled flights to overcome an unforeseen, immediate and urgent operational need without first obtaining an authorisation, provided that the operator:
1.notifies the Agency prior to the intended date of the first flight in a form and manner established by the Agency;
2.is not subject to an operating ban pursuant to Regulation (EC) No 2111/2005; and
3.applies for an authorisation within 10 working days after the date of notification to the Agency.
Those flights must be specified in the notification and may be performed for a maximum period of six consecutive weeks after the date of notification or until the Agency has taken a decision on the application, whichever comes sooner. Please note that, a notification may only be filed by an operator once every 24 months.
An authorisation will not be required for operations only overflying the above mentioned EU territories without a planned landing.

Note: Member States continue to be responsible for issuing operating permits. The safety authorisation issued by the Agency is one prerequisite in the process of obtaining an operating permit or equivalent document from the respective EU Member State under existing Air Service Agreements between EU Member States and third countries.
2.1 General
2.1.1 For regular international flights operated by foreign airlines into or in transit across the Republic of Latvia, the following requirement must be met:
a.the airline must be eligible to make the flights under the provisions of a bilateral or multilateral agreement to which the State of the airline and the Republic of Latvia are contracting parties, and must have a permit to operate into the Republic of Latvia.

2.1.2 The application must follow the ICAO standard.
2.1.3 Applications for permits to operate in transit across the Republic of Latvia are not required.
2.2 Documentary requirements for clearance of aircraft
2.2.1 It is necessary that the under mentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from the Republic of Latvia. All documents listed below must follow the ICAO standard format as set forth in the relevant appendices to ICAO Annex 9 and are acceptable when furnished in English, French, Spanish or Russian and completed in legible handwriting. Customs authorities may require an oral or written translation into Latvian. No visas are required in connection with such documents.

3.1 Procedures
3.1.1 Charter flights may only be operated from and to the Republic of Latvia when permission has been granted by the Aviation Department of the Ministry of Transport of the Republic of Latvia and in accordance with regulations of the commercial flights NR 96-1.
3.1.2 No permission is required for:
a.transit flights without landing or marking stops in the territory of the Republic of Latvia for non-traffic purposes;
b.flights in connection with an emergency situation;
c.taxi flights – irregular commercial passenger flights with an aircraft foreseen to not exceed a capacity of 10 passengers and a weight capability not exceeding 5700 kg, or irregular cargo flights with an aircraft with a weight capability not exceeding 5700 kg.

within the following time limits, as stated in regulations of the commercial flights:
a.3 working days prior to the beginning of the single flight or a short series of flights (not more than four flights within two consecutive months);
b.45 working days prior to the beginning of the flight or series of flights (more than four flights within two consecutive months).
3.1.4 An application for a passenger charter flight shall contain the following information: a.name, address, telephone and registration of the aircraft operator;
b.type, nationality and registration of the aircraft;
c.name, address, telephone and telefax numbers of the charterer;
d.routing;
e.airports where passengers and/or freight are embarked/disembarked;
f.purpose of the flight (category of charter flight, number of passengers and/or nature and quantity of freight);
g.copy of the aircraft registration certificate;
h.copy of the charter contract;
i.copies of the necessary insurance policies;
j.flight number.
3.1.5 The application shall be made by the aircraft operatoractually performing the flight.
3.1.6 The Aviation Department may determine additional conditions and obligations or interdict transports as far as public traffic interests are considerably impaired by non-scheduled commercial air traffic.
3.2 Documentary requirements for clearance of aircraft
3.2.1 Same requirements as for SCHEDULED FLIGHTS.
4.1 Advance notification of arrival
4.1.1 The information contained in the flight plan is accepted as adequate advance notification of the arrival of incoming aircraft.
5.1 Prior permission for military aircraft and other State aircraft performing a flight into or in transit over Latvian territory should be requested. The request must be submitted to the Ministry of Foreign Affairs of the Republic of Latvia at least 3 working days before the flight date.

The request for permission for aviation aerial works within 25 NM of RIA DVOR/DME shall be submitted no earlier than 24 hours and no later than 20 hours before the estimated time of departure and shall contain the following information:
Riga Flow Management Position shall inform the operator if the flight is permitted or prohibited no later than 1 hour after receipt of the request.
Flights authorised before the day of exercise may be subject of an ATC restriction on the actual day, if the traffic situation, adverse weather conditions and/or technical problems (ATC system malfunction, radar failure, radio navigation aids failure, runway limitations, etc) do not allow clearance to be given for the execution of flight.
6.3 The flight plan for aviation aerial works is submitted in all cases regardless of the airspace class. The flight plan shall be submitted to Riga Briefing no earlier than 3 hours and no later than 1 hour before departure.
The following should be stated in field 15 of the flight plan:

6.4 ATS is provided in accordance with the submitted flight plan:
Health measures and Public health requirements are prescribed by the International Health Regulations, the Regulations of the Cabinet of the Republic of Latvia NR. 257, 21.07.98 “The order of carrying out the sanitary – medical (health) measures to prevent the spread of dangerous infectious diseases“.
7.1 Prior to entering the airspace of the Republic of Latvia the pilot-in-command on board an international aircraft shall inform the border guards or sanitary/medical inspection officers in the case of a suspected infection of cholera, plaque, arthropod – borne viral fevers and haemhorragic fevers (Ebola viral disease, Lassa fever, yellow fever, Marburg viral disease) on board.
7.2 On entering Latvian territory, the pilot-in-command on board an international aircraft shall provide a general declaration to a Public health officer.
7.3 If information is received that an aircraft from an infected country (territory) has entered the Republic of Latvia a Public health officer shall take the following measures:
1.Primary medical examination of the disembarked persons and the gathering of information by direct or indirect communication with infected persons;
2.Sanitary hygienic inspection of the aircraft, cargo (except transit cargo containers not to be reloaded), drinking water and luggage;
3.Organisation of isolation (hospitalisation) of infected persons;
4.Passage prohibition of cargo, personal luggage and international mailings in the case of a real threat of spreading an infection;
5.Organisation of deratisation, disinfection and disinsection of the aircraft that has entered Latvian territory, cargo, containers, drinking water and luggage, if there is a reasonable suspicion that a pathogen or a carrier is on board.
