GEN 1.4  ENTRY, TRANSIT AND DEPARTURE OF CARGO

1. CUSTOMS REQUIREMENTS CONCERNING CARGO AND OTHER ARTICLES

1.1 The following documents are required for the clearance of goods through customs:

a.cargo manifest;

b.invoice issued by a foreign seller;

c.sanitary, veterinary or phytosanitary certificates in respect of importation of food, live animals or plants;

d.import permit, export permit.

1.2 When crossing the Republic of Latvia in transit all goods and articles must be declared at the Customs office.

When departing the Republic of Latvia this Customs transit declaration will be the basis for the exportation of goods declared. The Customs transit declaration is valid for 3 days. For setting of appropriate seal a legal person can present the transport and cargo invoices.

1.3 In accordance with EC regulation 996/2010 Article 20, airline manuals shall contain the List of Dangerous Goods on board which is mentioned in NOTOC (Notification to Captain) providing information to the captain of any special load and/or dangerous goods in the aircraft cargo compartment. It is the airline’s responsibility before a flight from an airport located in the territories of the Member States to which the treaties apply, to offer passengers the opportunity to provide the name and contact details of a person to be contacted in the event of an accident.

2. AGRICULTURAL QUARANTINE REQUIREMENTS

2.1 Animals, birds, fish, fry, raw material of animal origin, foodstuffs of animal origin, forage, veterinary medicines and bio-preparations shall be imported into and exported from the Republic of Latvia by air, only if accompanied by veterinary certificates issued by the veterinary authorities of the exporting State.

2.2 The Border Veterinary Control Inspection Points in Riga and Liepaja aerodromes check the conformity of the consignment with the veterinary requirements.

2.3 The import and export of the above mentioned consigments, except for cats and dogs accompanied by veterinary certificates, through airports other than Riga and Liepaja is prohibited.

2.4 All cargo of plant origin taken to the Republic of Latvia and the transporting aircraft are subject to a compulsory phytosanitary and quarantine examination at the border control points of the Republic.

2.5 Importation from foreign States to the Republic of Latvia of material subject to quarantine is allowed with:

a.a permission issued by the Inspection of Agricultural Quarantine of the Republic of Latvia. These permissions shall determine the order of import and usage of materials;

b.the phytosanitary certificates issued by the quarantine and plant protection authorities of the exporting State that certify the state of the materials subject to quarantine.

Importation to the Republic of Latvia of materials subject to quarantine from a State that has no quarantine and plant protection authorities is allowed without phytosanitary certificates, only with the permission of the Inspection of Agricultural Quarantine of the Republic of Latvia for each individual case.

2.6 Passengers and crew members arriving at the Republic of Latvia border control points are obliged to notify on the customs declaration the materials of plant origin and other materials subject to quarantine and present the materials to the phytosanitary check.

2.7 Materials subject to quarantine shall be exported from Latvia only if accompanied by export-phytosanitary certificates prescribed by the Convention of the UN Provisioning and Agricultural Organization and verified by a stamp.
