1. General

This AIP section introduces the implementation of Aeronautical Information Service (AIS) SWIM services that are compliant with the System Wide Information Management (SWIM) service specifications, in accordance with European Union Common Project 1 (CP1) Regulation (EU) 2021/116.

Commission Implementing Regulation (EU) 2021/116 (CP1) is a binding regulation that supports the modernization and harmonization of Air Traffic Management (ATM) in Europe under the Single European Sky (SES) framework.

Under CP1, one of the six mandated functionalities is AF5: System Wide Information Management (SWIM). AF5 refers to an ATM functionality that consists of standards and infrastructure enabling the development, implementation and evolution of services for information exchange between operational stakeholders via interoperable services.

2. Description and availability of AIS SWIM services

From the list of families under functionality AF5: SWIM, services listed below are envisaged to make aeronautical information digitally available in a timely, standardized, and interoperable manner to all relevant stakeholders.

Aeronautical Information Feature Service

This service provides aeronautical information features on request via a query-based interface. Features can be filtered by Feature type, Feature attribute, Spatial, temporal, or logical parameters.

Aerodrome Mapping Service (not provided)

This service is not yet published as there are no CP1 mandates for aerodromes in Latvia.

Digital NOTAM Service

This service provides Digital NOTAM subscription and request and delivers digitally encoded NOTAM data representing events that temporarily affect the aeronautical environment. The service supports both textual and graphical representation, improving integration with user systems and automation of data processing.

Clients can subscribe and/or request information by the following 24 scenarios:

AD.CLS – Aerodrome/Heliport – closure;

AD.LIM – Aerodrome/Heliport – usage limitation change;

APE.CLS – Apron portion – closure;

APE.LIM - Apron portion – limitation;

APN.CLS – Apron – closure;

APN.LIM – Apron – usage limitation change;

ATSA.ACT – Published ATS airspace – activation or deactivation;

ATSA.NEW – Ad-hoc ATS airspace – creation;

NAV.UNS - Navaid unserviceable;

OBL.UNS - Obstacle lights unserviceable;

OBS.NEW – New obstacle;

RCP.CHG - Runway centreline point – displacement;

RDD.CHG - Runway declared distances – change;

RWE.CLS - Runway portion – closure;

RWY.CLS – Runway – closure;

RWY.LIM - Runway – usage limitation change;

SAA.ACT – Published special activity area – activation;

SAA.NEW – Ad-hoc special activity area – creation;

SFC.CON - Surface condition report (SNOWTAM);

STAND.CLS – Aircraft stand – closure;

STAND.LIM - Aircraft stand – usage limitation change;

TWY.CLS - Taxiway – closure;

TWY.LIM - Taxiway – usage limitation change;

OTHER – all cases that cannot be represented by the scenarios listed above.

3. Date of applicability

AIS SWIM services are applicable for operational use from 30 December 2025.

4. Area of applicability

The Aeronautical Information Feature Service and Digital NOTAM Service will be provided for the entire territory of the Republic of Latvia and for the airspace over the high seas encompassed by the Riga FIR.

5. Publication of information about AIS SWIM services

Information about published SWIM services, access guidance, service endpoints (points of access) is published at: https://eur-registry.swim.aero/services (filtering by Service Provider Name : LGS).
