1.    RESTRICTION, LIMITATION OR ADVISORY INFORMATION

1.1   Submission of a flight plan

A flight plan shall be submitted in accordance with Annex 2, paragraph 3.3.1 prior to operating:

  1. any flight or portion thereof to be provided with air traffic control service;
  2. any IFR flight outside controlled airspace, any VFR en-route flight by night;
  3. any flight within or into designated areas, or along designated routes, when so required by the appropriate ATS authority to facilitate the provision of flight information, alerting and search and rescue services;
  4. any flight within or into designated areas, or along designated routes, when so required by the appropriate ATS authority to facilitate co-ordination with appropriate military units or with air traffic services units in adjacent States in order to avoid the possible need for interception for the purpose of identification;
  5. any flight across the national borders;
  6. any flight outside controlled airspace operating within 15 km (8 NM) area from the borders with Belarus and Russia from ground to FL095.

1.2   Procedures for the submission of a flight plan
1.2.1   Time of submission

The flight plan to or via flow- restricted areas shall be submitted at least 3 hours before EOBT.
Unless a repetitive flight plan has been submitted a flight plan shall be submitted at least 60 minutes prior to departure or if submitted during the flight, at the time which will ensure it receipt by the appropriate ATS unit at least 10 minutes before the aircraft is estimated to reach:

  1. the intended point of entry into a control area;
  2. the point of crossing an airway.
1.2.2   Place of submission
  1. flight plans shall be submitted at the aerodrome of departure to ARO or Aerodrome Flight Information Service;
  2. in absence of such services at the departure aerodrome, a flight plan shall be submitted to Riga ARO by:

1.2.3   Contents and form of a flight plan

Formats and manner of filling in the Flight Plan Form, defined by ICAO shall be strictly adhered to.

A flight plan shall comprise information regarding such of the following items as are considered relevant by the appropriate ATS authority:

  • Aircraft identification
  • Flight rules and type of flight
  • Number and type(s) of aircraft and wake turbulence category
  • Equipment
  • Departure aerodrome
  • Estimated off-block time
  • Cruising speed(s)
  • Cruising level(s)
  • Route to be followed
  • Destination aerodrome and total estimated elapsed time
  • Alternate aerodrome(s)
  • Fuel endurance
  • Total number of persons on board
  • Emergency and survival equipment
  • Other information

When a flight plan is submitted by telephone, teletype or telefax, the sequence of items in the flight plan form shall be strictly followed.

1.3   Adherence to ATS route structure

No flight plans shall be filed for routes deviating from the published ATS route structure, unless prior permission has been obtained from the Latvian ATS authority.

1.4   Authorization for special flights

Flights of a specific character such as survey flights, scientific research flights etc. may be exempted from the restriction specified above.
Request for exemption shall be mailed so as to be received at least one week before the intended day of operation to:

2.   CHANGES TO THE SUBMITTED FLIGHT PLAN

All changes to a flight plan submitted for an IFR flight or a controlled VFR flight operated as a controlled flight, shall be reported as soon as practicable to the appropriate air traffic services unit. For other VFR flights, significant changes to a flight plan shall be reported as soon as practicable to the appropriate ATS unit.
In the event of any change (+ or -) in an EOBT of more than 15 minutes for flight for which flight plan has been submitted, the flight plan shall be amended or a new flight plan shall be submitted after the old plan has been cancelled.

Note: Information submitted prior to departure regarding fuel endurance or total number of persons carried on board, if incorrect at time of departure, constitutes a significant change to the flight plan and as such must be reported.

Whenever a flight, for which a flight plan has been submitted, is cancelled, the appropriate ATS unit shall be informed immediately.

2.1   Arrival report (closing a flight plan)

A report of arrival shall be made at the earliest possible moment after landing to the airport office of the arrival aerodrome by any flight plan has been submitted except when the arrival has been acknowledged by the local ATS unit.
After landing at an aerodrome which is not the destination aerodrome (diversionary landing) the local ATS unit shall be specifically informed accordingly.

At an aerodrome where air traffic service is not provided, a report of arrival shall be made at the earliest possible moment after landing to:

Arrival reports shall contain the following elements of information:

  • aircraft identification
  • departure aerodrome
  • destination aerodrome
  • time of arrival

In the case of diversion, insert between “destination aerodrome” and “time of arrival”:

  • “arrival aerodrome”.
